No-confidence motion against Council chairman unlikely this session

Bengaluru: Karnataka Legislative Council Chairman D.H. Shankaramurthy hinted on Saturday that the notice seeking permission to table a no-confidence motion against him is not likely to be allowed during the session that begins on Monday.

Though Shankaramurthy did not directly state it, he cited the Karnataka Legislative Council’s Rules of Procedure and Conduct of Business and said that permission to table the motion could be given within 14 days of the submission of notice only if the Chairman wished. Besides, the motion should have the support of at least 10 members. “Subsequently, within five days, voting for the no-confidence motion has to be taken up,” he said.

Responding to Congress lawmaker V.S. Ugrappa’s demand for his resignation within 15 days of submission of the notice, he said that he did not become the Chairman with Ugrappa’s grace. “BJP and JD(S) members have jointly chosen me for the post,” he said. Dismissing allegations that he had issued show-cause notices to eight MLCs out of vengeance, the Chairman said that he never indulged in vendetta politics.

“I issued the show-cause notices following a petition submitted by Padmanabha Reddy, Leader of the Opposition in BBMP, seeking their disqualification from the Upper House for voting in the 2016 BBMP mayoral polls even though they were not registered voters. The petition was submitted to me on May 23 and I issued the show-cause notices on May 26. Whereas the notice seeking permission to table a no-confidence motion was submitted on May 30,” he said.
