Mysore: Director General of Administrative Training Institute (ATI) who is also the Regional Commissioner, V. Rashmi, addressing a press conference at her office here on Thursday, alleged large scale misappropriation and irregularity at the ATI under the previous DG Dr. Amita Prasad amounting to Rs. 100 crore.
She presented a copy of the detailed report she has sent to the Chief Secretary Government of Karnataka yesterday. The report contains details of financial misappropriation from 2008 to 2014.
She said there had been misappropriation from giving cash for training programme to lopsided catering contracts. Rashmi also said that a Panchayat Fund was used to park diverted funds even though the Panchayat Fund should have been disbanded as its purpose to run the hostel and mess was no more needed as all these activities were outsourced.
Among the officials, whose names mentioned in the 29-page report are: Deputy Director R. Nagaraj, Warden Sarveshwar, Joint Director (in-Charge) Prakash, Sr. System Analyst Nagendra (Outsourcing) and Assistant Executive Engineer Rajashekharappa. In the report, she has sought a CBI or a Lokayukta investigation against half a dozen officials including Amita Prasad, R. Manoj and others.
Prima facie, it appears that an attempt was made by Dr. Amita Prasad to divert the 12th finance plan funds and resources to the Panchayat Fund, the report said and suggested that the money was used to buy gifts and even vehicles which were not listed in the stock or issue register.
The report also says that Dr. Amita Prasad transferred public funds to private agencies without calling for tenders or following a transparent procedure in many services such as catering, housekeeping and training.
Sources said that in response to the letter, Additional Chief Secretary T.M. Vijay Bhaskar who visited the institute said that close to 5,000 files needed to be checked to unearth this scam which runs into nearly Rs. 100 crore.
