Udupi : Deputy Commissioner Priyanka Mary Francis has clarified that there was no need to obtain permission from Returning Officers to conduct private functions in private premises.
Addressing a news conference in DC’s office on Tuesday, April 3, she said that the private programmes like birthday celebrations, bhootha kola, marriages, anniversaries are not of political nature and hence do not require permission.
However, if the private programmes are conducted in public places like auditoriums, Kalyana Mantapa etc, organizers have to obtain permission from the Returning Officers. Permission from the police is also required for usage of loud speakers.
Meanwhile, organizers of non-political programs including staging of Yakshagana, have to submit an undertaking to the Returning Officer or to the local authority/police station that the programme is not being conducted for any political purpose. There is no need to obtain permission from Returning Officers for such programmes.
A single window centre would be soon in place at the offices of all Returning Officers to expedite permission to hold public programmes. People need not approach the Deputy Commissioner for permission, she said.
She said that Flying Squad Static Surveillance team has been introduced in every legislative assembly constituencies so that people can bring violation of code of conduct to the notice of the officers.

On Sunday, April 8, “Minchina Nondani” (Quick Registration) drive will be held at all designated polling stations in the district from 10 am to 5.30pm. The public can enroll their names to get their names added to the voters’ list. The date has been extended to April 14 and anyone applying after that cannot vote in the forthcoming election, she said.
Laxman Nimbargi, Superintendent of Police of Udupi district said that the authorities have seized Rs. 99,435 worth liquor in the district. The district administration has suspended the license of six bars that have violated the model code of conduct.
