Kota: Speaking on the occasion of birthday celebrations of legend Dr Shivaram Karanth, HK Patil said, “in a democracy, for the effective administration in Panchayati Raj system it is necessary that administrative officials be controlled by elected leaders. Hence forth state government is planning to provide administrative control of officials to their respective elected leaders”.

He said, ” ZP president will be authorised to complete the Confidential Review (CR) report of CEO, similarly, Taluk Panchayat president will write the CR report for the EO and the Gram Panchayat president will be responsible for the CR report of PDO. To provide more power to the local panchayats Panchayath Raj Act will be amended.
For an effective panchayat system he said, “more than function, functionaries, fund and facility it is important to have unity in values”. He suggested a special gram sabha be organised for women, children, senior citizens, and minorities to handle problems. Gram sabha should include maximum villagers, he added.
In order to fulfil the shortage of workers, government has regularized 27000 employees for the first time without the Court intervention, he asserted.
Regarding the fund issues in gram panchayats, the minister said, “through welfare programmes like MGNREGS, NPA, Western Ghat Development funds, 13th Finance Commission, National Rural Livelihood Mission ensure that the gram panchayats are provided enough funds, most of it is not utilised properly.If used properly we have the best fund systems”, he said.
According to the minister, around 50 percent of gram panchayats have reached a satisfactory level in achieving the targets for welfare programmes. He stressed that the local tier system should be empowered on the lines of any other constitutional bodies.
After independence we are near to reach century, still Gandhiji’s -‘real India lies in rural area’ philosophy has not succeeded. Gandhi’s development was not about space science but it was about villages with basic accomplishment.
He called upon all the GP to have 100% toilet facility before Jan 26. This will be a tribute to Gandhiji he added.
He called upon the 33 gram panchayaths in the district to aim for open defecation free gram panchayaths by January 26 and accomplish the credit of first district in State, which is open defecation free district. As many as 10000 toilets are pending for construction to make the district free of open defecation, he added.
