Whistle-blower in AMC seat blocking scam asks Governor for CBI probe

Bengaluru: Shivalingaswamy, the whistle-blower in the seat-blocking scam at Dr B R Ambedkar Medical College (AMC), has filed an application with the Governor seeking a detailed probe by the Central Bureau of Investigation (CBI). He has stated that the Central Crime Branch (CCB) of Bengaluru police has failed to file the chargesheet eight months after the case was handed over to it. He has also filed another complaint at the DJ Halli police station with regard to a similar seat-blocking scam in the AMC during the academic year 2005-06.

“I had filed the complaint at the DJ Halli police station with regard to the irregularities during the period 2011-2014. The first complaint was filed in August 2014 and the same month it was transferred to the CCB. I had submitted all the documents pertaining to the irregularities. I also submitted documents to show that there were fake PU marks cards, Comed-K rank, CET rank and KRLM rank. I had alleged that few chairman and trustees of the institution made away with Rs 217 crore and filed manipulated accounts. Some trustees have filed false cases against me after the CCB started probing the case,” he said in his application.

About 668 students dropped out after getting through the Comed-K entrance test between 2011 and 2014. Of these, 73 had opted for the AMC before dropping out and the fees they paid to the Comed-K and the college (Rs 2.60 crore) were refunded to them by cheque.

These cheques, issued in the names of the dropouts, were credited to the account of the AMC principal at Corporation Bank in RT Nagar and at Indian Bank at Hosur in Tamil Nadu. The allegation was that these uncrossed cheques were realised after forging the students’ signatures. The complainant’s allegation is that undeserved candidates were admitted to the surrendered seats by taking donations and not remitting it to the trust.

“I have filed the application to the Governor, Chief Secretary, Medical Education department and Home Secretary requesting them to hand over the probe to the CBI. My second complaint was filed at the DJ Halli police station on March 9. The DJ Halli police have not started any investigation in this regard. Ambedkar Medical College and Hospital is in bad condition and the present intake of students has come down to just 100 students,” Shivalingaswamy said.
