Bengaluru: Formulating laws to hang or castrate rapists is the need of the hour as it is the only option left to instill fear in the minds of rapists, who are on rampage throughout the State and steps will be initiated to forward such a proposal to the Government, said M.C. Nanaiah, Chairman House Committee on Prevention of Atrocities on Women and Children.
Speaking to media persons in the Assembly in city on Friday November 8, Nanaiah said that flaws in the law on atrocities on women and children which demands filing of the complaint first and then framing of the FIR by Police on the basis of the complaint from the harassed women before initiating court proceedings had led to many victims being denied of justice.
Citing that in countries like France and America, where Police and Judges were empowered to initiate probes suo-motto and punish the guilty, the House Committee Chairman said that such laws should be enforced in our country to counter the menace and ensure speedy disposal of justice.
He also said that a separate Committee comprising 11 legislators had been formed to suggest changes in laws on issues concerning safety of women, especially in cases relating to sexual harassment and added that the committee was likely to submit its report to the government soon which would be sent to the Union cabinet for ratification.
Stating that there was a provision for extending the seven-year jail term to rapists to life imprisonment, Nanaiah added that the government which had declared female foeticide as ‘illegal’ was considering pros and cons of legalising prostitution.
