E-Swathu scheme likely to hit private unauthorized layouts

Bengaluru: With the BBMP setting the stage for implementation of e-Swathu (e-property) scheme through which e-khatas will be issued to genuine properties, there will be a crackdown on bogus documents and transactions based on these documents. The scheme has already been implemented in parts of Bengaluru Urban district and in rural areas of the State.

Under the new system, only properties that have the requisite conversions and approvals by the competent authorities (BMRDA, BIAAPA or BDA) will be recognised.

“The scheme will go a long way in protecting citizens from unscrupulous land developers,” BBMP Administrator T. M. Vijay Bhaskar told a local daily. It is being implemented following directions from the High Court, which asked the civic body and the government to devise a system to check the mushrooming of unauthorised and illegal layouts.

A senior official said that the BBMP is in talks with the National Informatics Centre for developing software for e-Swathu. “The BBMP’s database is being studied to ascertain the extent of customisation required for implementation of the scheme. Once implemented, only valid and clean documents will be uploaded online,” he said adding that the civic body hopes to implement the scheme by July.

The civic body is also working on integrating its property database with the Karnataka Valuation and e-Registration software that is used in all the sub-registrar offices within BBMP limits. “BBMP servers are already integrated with those in the sub-registrar offices. However, there are some procedural hurdles, which will be overcome soon,” the official said.
