Bangalore: Seven Panchayath Raj Institutions (PRI’s) of Karnataka have received varying incentives as the best performing Panchayat Raj Institutions during 2013-14 under the centrally sponsored Rajiv Gandhi Panchayath Sashaktikaran Abhiyan (RGPSA).

The RGPSA was launched in the 12th Five Year Plan period with a view to strengthen the Panchayath Raj system across the States and to remove any constraining factors.
The scheme subsumed existing schemes into one comprehensive scheme, These include the Rashtriya Gram Swaraj Yojana (RGSY), the Panchayath Mahila Evam Yuva Shakti Abhiyan (PMEYSA), the Panchayath (Extension to Scheduled Areas) Act (PESA), the Panchayath Empowerment and Accountability Incentive Scheme (PEAIS), the e-enablement of Panchayath scheme and the Resource Support to States (RSS) scheme. The scheme came into full fledged operation in 2013-14.
There are around 2.4 lakh Panchayats 2,39,645 Gram Panchayats (GPs), 6,109, Intermediate Panchayats (IPs) and 554 District Panchayats (DPs)) across the country as on date. These PRIs have differential performance based on (a) the devolution and capacity building from the State level and (b) the efforts made by PRI leadership as well as the community.

The RGPSA provides for recognition and incentivisation of the best performing Panchayath Institutions at all three levels as well as best performing elected Village and District Councils in the North East.
The scheme provides for a committee set up by the State Government under the chairmanship of Principal Secretary/Secretary; Panchayati Raj called the State Panchayat Performance Assessment Committee (SPPAC) to evaluate and select the best performing PRI’s at the state level through a questionnaire & marking scheme developed by MoPR.
States are however permitted to devise their own context specific version, in which MoPR will provide such support as may be required.
The Incentive funds are dependent on the funds allocated to the project by the Central Government in its budget. In 2013-14 it was Rs. 655 Crore of which Rs. 379 Crore has been awarded to PRI’s across the country.
