In response to the recent attack on a 5-year-old girl by two Rottweiler dogs in a city park, the Greater Chennai Corporation has tightened rules regarding the entry of pets, especially dogs, inside public parks.
The new regulations require that pets be kept on leashes and wear muzzles when they are in parks. A pet owner is only permitted to bring one pet to the park at a time, aside from this.
According to the Chennai Corporation’s notification, a pet license is now required. It added, “This apart, companion and pet dogs will be checked for licence”.
On Sunday a five-year-old girl was attacked by two unleashed Rottweilers at a public park in Chennai’s Thousand Lights area. According to the investigators, the owner did not intervene.
The dogs targeted the mother of the child when she tried to save the child. The girl’s father works as a security guard at the park and she was playing in the park when the dogs took on her.
“The scalp of the child was ripped for 11 inches” said Dr J Radhakrishnan, Commissioner of Greater Chennai Corporation.
The girl, Sudaksha is being treated at a private hospital in the city. He also added “The Corporation will take care of the complete medical expenses of the child”.
Three people were taken into custody by the city police, two of whom handled the dogs in addition to the dog’s owner. Since the offenses are punishable by bail, all three have been released on police station bail.The dogs have not been sterilised either, according to police sources, which heightens suspicion that they were retained for breeding purposes with the intention of making money.
The Center requested in March that states outlaw the breeding and sale of twenty-three vicious dog breeds, such as Pitbull Terriers, American Bulldogs, Rottweilers, and Mastiffs. The directive further stipulated that immediate sterilisation of these breeds as pets was required. The Animal Husbandry Department announced that it has received requests to outlaw the keeping of certain breeds as pets from animal welfare organizations and citizen forums.
